the fact your horses got loose and went on his property is neither here nor there but i feel for you there my horses have gotten out a few times and visited my neighbors lawn thankfully they aren't quite as deranged as your neighbors but were non the less quite upset but to answer your original question... not only will the horses suffer physically such as muscle deterioration,possible lameness from constantly standing,obesity,or too thin,but they will also suffer mentally horses who are confined for long periods of time become bored and find things to occupy thier minds,they may become weavers(this is where a horse paces back and forth in a standing position almost like hopping from one front foot to another usually swinging it's head from side to side as it does it)they may become cribbers or windsuckers(chewing wood or biting on the wood and taking big gulps of air it gives the horse a feeling of euphoria or so i am told) neither of these habits are good for a horses health i have seen cribbers with barely any front teeth left as they have worn them down by chewing as far as i am concerened the fact that the horses never see the light of day and are confined constantly is enough to call ASPCA horses were not meant to be confined for long periods of time
