Might be the saddle...odd I know, but maybe it's not fitting him correctly.

As the person a couple posts back said some horses that get cinchy tend to hold their breath,the best way to make sure they aren't doing this is to back them up and they'll exhale, it sounds strange but thats what I do if I get a horse thats cinchy.

He might have a little arthritis in the shoulder or withers !! Vet would have to do more tests to know if that is the case !! You might try one of the anti arthritic meds that are out now !! Is the pad you use a thick one or thin ?? If its thin try using two to pad the back and shoulders !! I use a thin blanket type and always fold it back at the front to give extra padding on that area !! I don`t think he is just cinchy and holding air or he wouldn`t try to bite !! I`ve never seen a horse hold his breath and bite too !! My mare holds her breath when first cinched but I just go in the house for a few minutes and she is fine !! She won`t hold it long !!

my 29year old mare did that before i had to have her put down my vet told me to give her some time off . so i did then she was good cause her back or somthing was sore and she would lay down when saddling her
